[Goomba] Pharaoh with Necromancy?

I have learned that some of the snakes learn Necromancy naturally.  In
Columbus, we recently learned of one who has developed the sepulcher path in
its rudimentary forms.

He claims he learned it from his sire, who learned it naturally.

This is, of course, a problem.  So there are at least three snakes who have
developed Necromancy.  They are developing it naturally (that is to say
without Familia teaching it).  I guess we should add Setites to the growing
list of rogue necromancers.  Harbringers, Samedi, Setites, and those other
ones that I have heard rumors of.  The Tremere, of course, have their own
powers.
